The person requesting a Saudi marriage certificate must not be one of the categories included in the ban.
There is official proof of documentation of Saudi and foreign marriage.
The marriage must have been (5) years for the one for whom she gave birth, (7) years for the one for whom she gave birth and who has another Saudi wife, and (10) years for the one for whom she did not have children.
Attending to discuss with the Saudi party - the woman in the presence of her guardian - in the evidence booklet from the competent authority about the reasons for her marriage to a non-Saudi without prior permission.
If there is no transcript of the marriage contract, then a transcript of two witnesses, authenticated by the mayor and the police, showing the date of the marriage, including the day, month, and year.
The Saudi party must be a resident of the Najran region and his residence must be proven by an identification from his employer or an identification from the neighborhood mayor as well (lease contract or title deed).
The foreign spouse must have a legal residence permit and a valid passport.
As for the foreign wife, in the absence of residency, a copy of her valid passport and a clarification of her residency status within the Kingdom is sufficient.
The presence of the Saudi party to fill out the declaration and identification form for requesting documentation of marriage to a non-Saudi.
The presence of both parties to the marriage certificate to fill out personal data forms (security survey).
The validity of official papers does not exceed six months.

Saudi applicant:
A summons submitted by the Saudi applicant - the guardian of the Saudi woman - to the governorate in which he resides or the emirate center affiliated with it.
A copy of the valid national ID.

A copy of the family record if the Saudi husband is married and if he has previously been divorced, the name of the divorced woman should be omitted and a copy of the divorce certificate should be attached.
A computer record of Civil Affairs (print) and taking into account that the profession is consistent with reality.
Marriage contract (if any).
Birth certificates of children (if any).
If the Saudi party is a government employee, attach a definition from the employer that includes information about the workplace, job title, rank and salary amount.
If the Saudi applicant works in the (private sector), attach a definition from the employer certified by the Chamber of Commerce.
If the Saudi applicant is a (student), attach a definition from the institution in which he studies.
Foreign husband:
A copy of the residence and passport, both valid.
A printout of a resident's identity verification from The Passports.
A copy of the Saudi birth certificate, certified by the issuing authority (Civil Status or Health Affairs), if he was born in the Kingdom.
A certificate of employment stating the amount of salary, certified by the Chamber of Commerce.
A declaration that he has never been married to a Saudi woman or divorced a Saudi woman.
If he is married to a non-Saudi woman, a copy of the marriage contract must be attached, and if he is divorced or his wife is deceased, a copy of the divorce certificate must be attached, or a copy of the wife's death certificate.
A certificate of no criminal record in the Kingdom.
A certificate of no criminal record from the suitor's country, certified by the Kingdom's embassy in his country and the Ministry of Foreign Affairs in the Kingdom.
Foreign wife:
A copy of the residence (if any), or a copy of a valid passport is sufficient.
A copy of the Saudi birth certificate, certified by the issuing authority (Civil Affairs or Health Affairs), if she was born in the Kingdom.
