Saudi Aids to Refugees and Displaced People
Refugees are people who have been forced to leave their country due to war, violence, conflict, or persecution, and have had to cross international borders to seek safety in another country. These people are unable or unwilling to return to their country, for fear of being persecuted for reasons related to race, religion, nationality, belonging to certain groups, or because of political opinion, as defined by the United Nations High Commissioner for Refugees. The Saudi Aid for Refugees and IDPs website sheds light on the type and volume of aid Saudi Arabia provides to refugees and displaced persons inside and outside Saudi Arabia. The website showcases the quality and volume of aid provided, including emergency relief, healthcare, education, and other initiatives that help alleviate the suffering of refugees and improve their quality of life. These efforts embody the Kingdom’s commitment to its leading humanitarian role in supporting the most vulnerable groups around the world.
Refugees outside Saudi Arabia:
On the basis of the Kingdom of Saudi Arabia’s commitment to its established humanitarian values, it has adopted a leading role in supporting refugees, affirming its global humanitarian mission. Refugees around the world who have suffered from forcible displacement because of political, religious or ethnic reasons, in search of safety. By providing all the basics of a decent life, whether housing that gives them a sense of security, or education that opens up future prospects for them, or nutrition that guarantees them a healthy life, or medical care that restores hope, the Kingdom seeks to support them with dignity and respect.
Saudi Fund for Development
The Saudi Fund for Development (SFD) was established by Royal Decree No. (M/48) dated 14/08/1394 AH as a government institution to provide support in the form of soft loans to finance development projects in developing countries. As a member of the international development community, SFD has been supporting least developed countries (LDCs) in overcoming the difficulties and challenges that they are facing by financing impactful and critical projects and programs. Such projects contribute to the economic and social growth in those countries and improve the standard of living for their people. Through the unlimited support of the Government of Saudi Arabia, SFD manages generous grants dedicated to supporting and financing various development projects and programs in least developed countries across the world. SFD operates in accordance with the principles and approaches of international development, including the compatibility of the SFD’s funding direction for target projects with the goals of sustainable development and enhancing the effectiveness of development aid through partnership and cooperation with various regional and international organizations.
Sectoral distribution of the total projects of the Fund
SFD seeks to provide the financing necessary for the development projects in the developing countries. Its primary focus is placed on the sectors of infrastructure and productivity. Since the SFD began its loan activities in the mid-seventies to the end of 2020, the number of development projects and programs financed in the Transportation and Communication sector reached 227. The Social Infrastructure came in the second place with 225 development projects and programs. The agriculture sector came in next with 97 projects and programs, followed by the energy sector with 76 projects and programs. In the same way, the SFD contributed to the financing of 54 projects and programs in other sectors. The Fund financed 16 projects and programs in the Industry and Mining sector, as well as executing two financing agreements with international organizations.

Cumulative Contributions
Since its inception in 1975 until the end of 2020, the SFD has provided 733 development loans to finance 695 development projects and programs for the benefit of 84 developing countries worldwide. In addition, the SFD contributed to the signing of two financing agreements with the International Development Association (IDA), with a total amount of 905,01 million SAR, to bring the total amount provided by the SFD to 69328.28 million SAR. Thus, the total number of development projects and programs is 697.

King Salman Humanitarian Aid and Relief Center
Historically, Saudi Arabia has taken on a pioneering humanitarian role in serving the international community around the world. Saudi Arabia realizes the significance of this role in alleviating human suffering and ensuring that all people are given the opportunity to live healthy, dignified lives. To further emphasize their dedication to the service of all in need, the leadership of Saudi Arabia established the King Salman Humanitarian Aid and Relief Centre. The purpose of this important international organization is to provide humanitarian aid and relief to those in need outside of the Kingdom’s borders. The activities of the center were inaugurated in May 2015 under the high patronage and guidance of the Custodian of the Two Holy Mosques, King Salman bin Abdul-Aziz. The center is an international platform specialized in providing relief and humanitarian aid. The center’s activities are founded upon noble fundamental humanitarian goals and principles. Elements needed to carry out our programs include the detailed monitoring of all aid, and the highly coordinated and advanced transportation of aid through highly trusted UN agencies and local and international non-profit organizations in the recipient countries. Programs are chosen based on the eligibility of targeted recipients in selected geographical areas. The aid includes all humanitarian and relief sectors. The center seeks to be a global model in this field, based on several pillars, including:
- Continuing the Kingdom's approach in extending a helping hand to those in need around the world.
- Providing aid away from any non-humanitarian motives.
- Coordination and consultation with trusted international organizations and bodies.
- Implementing all international standards followed in relief programs.
- Unifying efforts between the parties concerned with relief work in the Kingdom.
- Professionalism and efficiency of the center’s employees and volunteers.
- Ensuring that aid reaches the recipient countries and is not utilized for other purposes.

The King Salman Humanitarian Aid and Relief Centre (KSrelief) has provided humanitarian and development aid to more than 105 countries over four continents. With international, regional and local partners in place in recipient countries to implement our many programs and initiatives, we have delivered assistance to millions of beneficiaries worldwide. Saudi Aid Platform
To highlight the Kingdom’s efforts internationally and to preserve its rights to philanthropy like any other major donor country, the Custodian of the Two Holy Mosques issued a Royal Decree No. 41555 dated 10/9/1438, directing KSrelief to establish a database platform to reflect all of the Kingdom’s foreign aid efforts in coordination with the relevant Saudi entities.

Among the most prominent of these qualitative initiatives are programs that aim to empower communities, provide urgent relief in times of crisis, in addition to innovative projects that contribute to achieving sustainable development and building a better future.
Project to Rehabilitate Children Recruited and Affected by the Armed Conflict in Yemen
The project aims to rehabilitate children recruited and affected by the armed conflict in Yemen by integrating them into society, enrolling them in schools and taking care of them, in addition to providing them with psychological and social rehabilitation and preparing courses for them and their families to practice their normal lives as children. Also, the project aims to raise awareness among parents of children about the dangers of recruitment of this category, and to work on creating a healthy family environment by holding awareness and educational courses and introducing the laws that criminalize the recruitment of children.
Project Masam for Landmine Clearance in Yemen
A Saudi Project for Landmine Clearance in Yemen. It is part of Saudi Arabia’s efforts to provide humanitarian assistance to countries around the world. The goals of the project are to:
- Clear Yemen of all land mines and other explosive devices.
- Address direct threats to the lives of the Yemeni people.
- Enhance security in Yemeni territories.
- Help the Yemeni people address the humanitarian tragedies resulting from the spread of mines.
- Establish a mechanism within the Yemeni society that enables it to assume responsibility in the long term.
Project Implementation Stages:
- Rapid action to respond to emergencies and clear the region of mines.
- Training and equipping local Yemeni taskforces.
- Comprehensive clearance of Yemen territories in line with international standards in mine clearance.
Artificial Limbs Program
Recognizing the importance of humanitarian intervention in support of amputees, the King Salman Relief and Humanitarian Center has supported and funded prosthetic centers that provide free services to amputees. The random mines planted by the Houthi militias caused chaos and destruction that extended to affect and harm the lives of innocent Yemeni citizens through the random and intensive planting of mines, which claimed the lives and affected thousands of Yemenis and led to many amputations and injuries that included many women and children in the Yemeni governorates. The goals of the project are to:
- Provide high quality artificial limbs for the amputees.
- Train local personnel on artificial limb manufacturing techniques, and build the capacity of health institutions to ensure the localization and sustainability of services.
- Rehabilitate amputees, so that they become productive people, able to work and lead normal lives.
The Muslim World League
The Muslim World League is an international Islamic organization, founded in Makkah, with the aim of promoting the message of Islam and spreading its tolerant values, defending Muslim issues, and enhancing dialogue between religions and cultures. The League works to unify the efforts of scholars and preachers, and support Muslim communities around the world through educational and humanitarian programs. Also, the League seeks to promote moderation and combat extremism. The League is one of the most prominent organizations that represent the voice of moderate Islam on the international stage. International Journal of Human Studies
The International Journal of Human Studies is concerned with enriching the scientific content in the field of humanitarian and relief work. It is a refereed journal, semi-annual, issued by the King Salman Center for Relief and Humanitarian Action in cooperation with the King Faisal Center for Research and Islamic Studies. It is concerned with academic research, field studies, and specialized best practices in the field of relief and humanitarian work. It targets academics and researchers in this field, as well as practitioners and staff working in the field of relief, humanitarian work, and human rights. The goals of the International Journal of Human Studies are to:
- Establish a peer-reviewed scientific journal dedicated to the humanitarian and relief field to serve as a reference for researchers and scholars in this field.
- Shed light on the best practices in providing humanitarian and relief aid around the world.
- Highlight the efforts of the Kingdom represented by the King Salman Humanitarian Aid and Relief Center.

Refugees in Saudi Arabia:
The Kingdom of Saudi Arabia has showcased an honorable model in supporting refugees within its territory, as the Kingdom has paid great attention to providing them with a decent life, by providing humanitarian and relief aid that reflects its noble values of altruism and giving. The Kingdom treats refugees within its territory as (guests), providing them with all means of decent living, including health care, free education, and social services. However, the percentage of refugees inside Saudi Arabia has reached 5.5% of the total Saudi population.
