The Saudi female applicant for marriage must not be among the categories covered by the ban.
The foreign party must be born in the Kingdom and this is proven by a birth certificate issued by the Civil Status or Health Affairs, certified by the issuing authority.
The applicant must not be less than (21) years old and not more than (50) years old. If the Saudi woman is the suitor's first-degree cousin or maternal cousin, she must not be less than (18) years old.
The age difference between the two parties to the marriage must not be more than (15) years
The applicant must be a resident of the Najran region and prove her residence by identifying her employer or identifying her neighborhood mayor.
Approval of the Saudi woman's guardian or his legal representative.
The foreign suitor must have a regular residence permit and be authorized to work and be an Arab Muslim.
The foreign party must be free of diseases covered by Cabinet Resolution No. 156.
The foreign party's criminal record must be free of any criminal record.
The foreign suitor must not have previously been married to a Saudi woman or divorced a Saudi woman.
If the foreign suitor has a foreign wife, she must not reside in the Kingdom.
The applicant must be accompanied by her guardian to fill out the application form, declaration and identification form for the marriage request to a non-Saudi and sign his approval before the competent employee.
The two parties to the marriage must be present to fill out the personal data forms (security screening).
All required documents must be recent.

Fiancée:
A summons submitted by the guardian of the Saudi woman to the governorate in which she resides or the emirate center affiliated with it.
A copy of the valid national ID of the person to be married or the family record added to it.
A computer record from the civil status (print) and take into account that the profession matches reality.
If the applicant is (a government employee), attach a definition from her employer that includes information about her place of work, job title, rank, and salary amount.
If the applicant is (a civil employee), attach a definition from her employer certified by the Chamber of Commerce.
If the applicant is (a student), attach a definition from the institution where she studies.
If the applicant is (a housewife), attach a certificate of no work certified by the mayor and police.
If the applicant has been previously married (divorced - widow), a copy of the divorce certificate or a copy of the husband's death certificate must be attached.
A premarital medical report from the regional laboratory.
Fiancé:
A copy of the residence and passport that are valid and not close to expiration.
A copy of the Saudi birth certificate, certified by the issuing authority (Civil Affairs or Health Affairs).
A printout of a resident's identity from the passports.
A certificate of work identification showing the amount of the salary, certified by the Chamber of Commerce.
A declaration that he has never been married to a Saudi woman or divorced a Saudi woman.
If he is married to a non-Saudi woman, a copy of the marriage contract must be attached, and if he is divorced or his wife is deceased, a copy of the divorce certificate or a copy of the wife's death certificate must be attached.
A certificate of no criminal record from the Kingdom.
A certificate of no criminal record from the suitor's country, certified by the Kingdom's embassy in his country and by the Ministry of Foreign Affairs in the Kingdom.
A drug test test, the result must be (negative).
A premarital medical report from the regional laboratory.
