Modern technologies have had a fundamentally transformative impact on life across the globe. The ongoing shift from traditional economic interactions towards greater data-and-platforms-enabled activity emphasizes the centrality of the digital economy. A thriving, diversified economy is one of the main pillars of Saudi Vision 2030. Already the largest economy in the Middle East and among the 20 largest economies in the world, Saudi Arabia’s objective with Vision 2030 is for Saudi Arabia to be ranked among the top 15 economies worldwide by 2030.
To achieve this goal, Saudi Arabia aims to create an attractive investment environment and diversify its economy to raise the share of non-oil exports from 16% to 50%. A robust digital economy can serve as a catalyst for promoting non-oil sectors that will contribute to the economic growth and diversity necessary to achieve Vision 2030. In executing this Digital Economy Policy, Saudi Arabia aims to raise the contribution of the digital economy as a share of total GDP to be on par with other leading global economies.
The aim of this policy is to develop the digital economy of the Kingdom of Saudi Arabia. The policy sets out guiding principles for government agencies to promote the digital economy through their respective specialties and mandates, with the goal of achieving sustainable economic growth and creating and maintaining competitive advantages for Saudi Arabia. It was launched by the Ministry of Human Resources and Social Development as the first output of the goal of "Promoting companies' implementation of their social responsibility", one of the National Transformation Program’s goals.
The strategy included an analysis of the reality of corporate social responsibility in the Kingdom of Saudi Arabia, and a benchmarking comparison of the best international practices in the field. Its vision was to "consolidate a culture of social responsibility in all development sectors to enhance the contribution of companies to social responsibility programs that have an impact on the development of society, environment and economy."
This strategy aims to establish an infrastructure for social responsibility, by activating the enablers of social responsibility, represented in six pillars: partnerships and governance, laws and regulations, national planning, motivation and encouragement, awareness and capacity development, and monitoring and measurement.
The National Technology Development Plan (NTDP) is a national program that contributes to developing the technology ecosystem in Saudi Arabia and increasing its effectiveness by driving sustainable growth using different interventions and support mechanisms complementing efforts made by others stakeholders. The program also plays an essential role in enhancing all enablers that influence the technology market growth, aiming to make Saudi Arabia an attractive regional center for innovation and investment in the sector.
The vision of the program is to place Saudi Arabia in global leadership positions in technology and the digital economy, while its mission is to promote technology development in Saudi Arabia by encouraging investment and strategic partnerships in the private sector, as well as by building up competencies, assisting in the development of strong technology companies, championing research and innovation and supporting technology adoption in all areas of the private sector. The National Committee for Digital Transformation has adopted the “cloud first” policy, which aims to accelerate the adoption and adoption of cloud computing services by motivating government entities covered by the scope of the policy to consider cloud computing options first when making new investment decisions related to information technology.
The policy details what is related to it and the government agencies it covers, in addition to accelerating its adoption and considering cloud computing options when making new investment decisions related to information technology. The policy also encouraged the private sector to follow similar policies by applying the “cloud first policy” internally in their facilities.
This accreditation from the committee comes after it was prepared by the Ministry of Communications and Information Technology in an effort to issue policies and regulations that would accelerate the pace of digital transformation in Saudi Arabia, improve the efficiency of government spending in information technology, and attract more investments in this sector, and in line with the Ministry's directions towards better implementation. Global practices in this field, and because cloud computing platforms are one of the main enablers of digital transformation in the developed country.
This policy was also prepared in line with the main pillars of Saudi Arabia’s ambitious 2030 vision, and based on the objectives of the ICT strategy 2023, in order to achieve the strategic objectives of the cloud computing sector in Saudi Arabia of accelerating the digital transformation, improving the efficiency of spending on information technology, enhancing data security and protection, and developing The information technology system and the increase in the private sector’s contribution to it, as the size of the cloud computing market is expected to double by 300% during the next five years. It was approved in October 2021. It comes within the framework of organizing and legislating the services provided to people with developmental and behavioral disorders in the Kingdom, in coordination with the health sectors and relevant authorities.
This national policy aims to implement organized procedures for early detection of autism spectrum disorders in primary health care, and enable them to deal with them through the national survey and health education.
The decision obligates the health sectors that provide services for children to gradually implement this policy; To be applied in the health sectors by the end of 2022 AD. All cases diagnosed with autism will be registered in the National Registry of Autism Spectrum Disorders of the Saudi Health Council.
Launched by the Digital Government Authority (DGA) in October 2021 with the aim of enhancing and enabling digital transformation plans in the government sector in Saudi Arabia, by developing human capabilities and skills, in line with the objectives of digital transformation, in the Kingdom’s ambitious Vision 2030. It was launched by the DGA in partnership with the Saudi Digital Academy and the Future Skills Program of the Ministry of Communications and Information Technology. The program includes several tracks: the digital leadership track, the digital skills track, the professional training track, the electronic training track, in addition to the elite track.

The program sets out an organized and specific road map to diversify local energy sources, stimulate economic development and provide sustainable economic stability to Saudi Arabia in light of the goals set for Vision 2030, which include establishing the renewable energy industry and supporting the advancement of this promising sector while working to fulfill Saudi Arabia's commitments to reducing carbon dioxide emissions.
