· The Saudi marriage applicant must not be among the categories covered by the ban.
· If the fiancée is the daughter of a citizen and holds a Saudi birth certificate, go directly to the notary public.
· The fiancée must be born in the Kingdom and this is proven by a birth certificate issued by the Civil Status or Health Affairs, certified by the issuing authority.
· The applicant must not be less than (25) years old unless the fiancée is the suitor's first-degree cousin or maternal uncle, in which case those under (21) years old are exempted, and the foreign woman must not be less than (18) years old.
· The applicant must not be more than (70) years old.
· The minimum age is exempted for those who have a deceased or divorced wife, provided that six months have passed since the date of divorce, or if the Saudi citizen suffers from an illness or disability and this is proven by a medical report.
· If the applicant has a wife under his guardianship, a medical report (translated) must be brought from a government hospital or a private hospital certified by health affairs stating that she is unable to conceive or has a disease that prevents marital relations.
· The applicant must be a resident of Najran and prove his residence with a definition from his employer or a definition from the mayor of the neighborhood as well (lease contract or title deed).
· The fiancée must reside with a valid resident ID or visit visa.
· Approval of the fiancée's guardian or his legal representative.
· The foreign party must be free of diseases covered by Cabinet Resolution No. 156.
· If the foreign woman's nationality is from (Egypt, Morocco, Syria or Uzbekistan), a declaration must be taken from the medical provider that he has read the instructions regulating marriage from those countries.
· The applicant must be present to fill out the form, declaration and identification form for the request to marry a non-Saudi woman.
· The woman's guardian must be present to sign the approval declaration before the competent employee.
· The two parties to the marriage must be present to fill out the personal data forms (security screening).
· All required documents must be recent.
· These terms and conditions are subject to change according to the instructions.
· The validity of official documents does not exceed six months.
· Suitor:
· A summons submitted by the Saudi applicant to the governorate in which he resides or the emirate center affiliated to it.
· A copy of the valid national ID.
· A copy of the family record if the applicant is married, and if he has previously been divorced, the name of the divorced woman should be omitted and a copy of the divorce certificate should be attached.
· A computer record from the civil status (print) and the profession should be consistent with reality.
· A definition from the applicant's place of work that includes information about his place of work, job title, rank and salary amount.
· If the applicant is (a civil servant), attach a definition from his place of work certified by the Chamber of Commerce.
· If the applicant is (a student), attach a definition from the place where he studies.
· If the applicant is self-employed (self-employed), attach a certificate from the General Organization for Retirement and a printout from the General Organization for Social Insurance proving that he is not registered with them and a certificate of no work certified by the mayor and police.
· A pre-marital medical report from the regional laboratory.
· Fiancée:
· A copy of the woman's residence or visit visa and a copy of her valid passport that is not close to expiration.
· A copy of the woman's guardian's ID, and if her guardian is not her father, attach a copy of the guardianship deed or a power of attorney authorizing the guardian to allow the woman to marry.
· A printout of a resident's identity from the Passports Department.
· If the woman has been previously married (divorced - widowed), a copy of the divorce deed or a copy of the husband's death certificate must be attached.
· A copy of the Saudi birth certificate certified by the issuing authority (Civil Status or Health Affairs).
· A pre-marital medical report from the regional laboratory.
