Regulations governing the partnerships with the private sector
The government agency shall prepare a comprehensive study to determine the possibility of implementing its electronic business with high efficiency according to the method of participating in the expected income, provided that the study includes the following:
- A clear definition of the services to be provided. This definition includes the beneficiaries of the services and the criteria for their compatibility with the beneficiaries' needs
- Determining the financial, human, and technical resources necessary to provide the service, financing methods, and the distribution of financial returns resulting from subscriptions, service delivery fees, advertisements, and intellectual rights related to e-government services and others, between the government agency and the private sector implementing agency
- The security requirements necessary to provide electronic services in the government agency
- Coordination with the Ministry of Finance regarding financial resources and their distribution
- Suppose studies show the possibility of implementing the project. In that case, the government entity proposes private sector participation in e-business according to the method of participating in the expected income in a general competition for companies qualified to choose the implementing agency
- The concerned government entity is primarily responsible for preparing studies and competition documents for the project
- The Ministry of Communications and Information Technology and Communications collaborates with the Information Technology Commission to set unified standards for the systems. Government agencies use these standards for the required studies, competition requirements, and conditions. They participate with the concerned authorities in analyzing bids, awarding, and monitoring the implementation of projects
- A partnership contract is signed between the government agency and the private sector executing agency to establish, operate and provide electronic services provided by the government entity, provided that the contract includes: duration, specification of powers, responsibilities, property rights, distribution of tasks, financing, rates of returns, penalties, and so on
- A joint team shall be formed from the government agency and the implementing agency from the private sector to cooperate to determine the mechanisms of action, provide the necessary information, exchange and update it, and deal with technical developments and the need for work
- The private sector's implementing agency provides training programs for the government agency to operate and maintain electronic services safely and effectively
- Government agencies are obligated to provide the necessary information and demonstrate a degree of flexibility during the project phases to ensure adequate and effective service provision
- The government entity shall coordinate with other relevant bodies in providing electronic services (whether those agencies are governmental or private), and the implementing agency shall take this into account when determining the scope of work and its mechanisms
- The private sector executing entity shall comply with all regulations related to the confidentiality of the information and apply the best protection programs and a safe environment for electronic transactions
- The implementing agency from the private sector applies technical specifications and techniques with open and flexible systems. It avoids criteria that lead to linking to a single program product that may impede the government entity from developing its infrastructure in the future and make it dependent on a specific technology
- Government agencies and the Ministry of Finance should prioritize e-government projects in requesting the necessary funds when raising the budget

One of the national transformation programs in the health sector. It works by promoting the achievements of several goals of the vision realization programs, including (increasing absorptive capacity and production efficiency, rationalizing financial spending, and reducing the burden on the public budget by introducing new financing methods), through the following areas: Rehabilitation, Medical cities, Hospitals, Primary care, Long-term care, Home care, Radiology, and Laboratories.
The Ministry of Health and Lean have signed an agreement to provide support in health services and enhance the contribution of the private sector in health development in alignment with Saudi Vision 2030, the government sector participants according to the actual needs of citizens, with high quality and efficiency. This partnership is an integral part of the services provided by the Ministry of Health in a way that benefits society and serves the citizens. Some services provided are Coronavirus vaccine appointment booking service, Coronavirus test appointment booking service, and sick leaves: Exploratory examination for school students.
The partnership aims to improve the performance of health services through My Prescription (Wasfaty) E-Service. This service provides medicines to beneficiaries and aims to facilitate access to them by linking hospitals and primary care centers with private pharmacies. This would make these medications available everywhere, at any time, and free of charge.
To provide citizens and residents with COVID-19 vaccines inside the pharmacy branches. This agreement was concluded as part of Saudi Arabia's adopted strategic plan to control the COVID-19 pandemic fully.
- Partnership agreement with Bank Aljazira:
The partnership's objective was to train professionals in health institutions and associations.
- Community partnership agreement with Magrabi Hospitals and Centers:
The objective of the partnership was to perform 400 cataract surgeries.
- Partnership agreement with Abdulaziz and Mohammed Al Ojaimi Charity
The partnership's objective was to provide health services and medical coordination to beneficiaries based on social responsibility.
- Partnership agreement with Mohamed Ibrahim Al-Subaie Endowment:
The partnership's objective was to support and finance an initiative to reduce surgery waiting time in MOH hospitals and the “Visiting Doctor” program in ophthalmology.

Partnerships in the Business Sector
An initiative presented by the Ministry of Human Resources and Social Development in Saudi Arabia. This program is one of the industries that aims at all beneficiaries of the community's social security pension by joining them with new job opportunities. The Sulaiman Al-Rajhi Foundation for Development Finance, in partnership with several public bodies, launched the Tamkeen Fund, which aims to activate the role of associations in the transformation from direct pastoral work to broader development work by building internal units responsible for providing financial and non-financial microfinance services to support beneficiaries towards Through micro-economic activities that reduce their dependence on care and guarantee services and enable NGOs to manage loan portfolios for microfinance, support productive families and micro-enterprises, and build their capacities.
The Worker Women Transportation Program "Wusoul" works with financial support from the Human Resources Development Fund and in cooperation with vehicle orientation applications, which aims to enable women to work in the private sector and raise their participation in the labor market by helping the employee overcome the transportation difficulties to and from the workplace, and providing High-quality and affordable transportation service to support its job stability.
One of the initiatives of the Ministry of Human Resources and Social Development, which is a unified electronic portal that brings together everything related to the child hospitality sector in Saudi Arabia, aims to create a bridge between hospitality centers to offer their services and market them to parents looking for centers to register their children, in addition to supporting the empowerment of working women from Joining and continuing to the labor market. Qurrah also works to provide support accreditation services to the centers.
The Ajeer program is one of the Ministry of Human Resources and Social Development initiatives, which aims to organize temporary work and facilitate access to the workforce in the Saudi Arabia.

SADAD aims to provide a one-stop solution for all payments. Today, it facilitates and expedites various payments to individuals, banks, companies, and the government sector and develops new services that include all expenses.
One of the Ministry of Finance's initiatives aims to achieve the satisfaction of government agencies and their clients through an integrated electronic work environment for government procurement and competition within the framework of the government bid and procurement system and its implementing regulations.
One of the Ministry of Commerce's initiatives aims to issue, renew and edit the commercial register electronically within 180 seconds.
The Saudi Ministry of Commerce initiative in cooperation with the (Thiqa) Business Services Company to develop and operate it. It is a new and helpful service for all dealers in e-commerce, whether sellers or buyers.
An initiative by the Saudi Organization for Standardization, Metrology, and Quality in cooperation with the (Thiqa) Business Services Company to develop and operate them, which is a platform that helps you easily register products and required certificates of conformity, as well as access to the conformity assessment bodies accepted by the Saudi Standards, Metrology and Quality Organization locally and internationally.
It is a government center with a legal capacity, financial and administrative independence, and seeks to achieve cooperation between judicial and governmental authorities, as well as the private sector and individuals, in its tasks related to liquidation and sale; In collaboration with many partners and service providers whom the center, through its supervision, contributes to moving the wheel of the economy, in an integrated cycle that guarantees the reliability and achievement of justice, as well as the competence and professionalism that the center enjoys.
One of the Monsha'at initiatives contains many electronic solutions and platforms: an Indirect Lending Initiative, Funding Guarantee (Kafalah Program), The Venture Investment Initiative, Bank financing products, a Funding portal, and Financial awareness.
It is the regulator of the evaluation profession in Saudi Arabia, and it works to put in place regulations and legislation that allow residents to practice their work by international evaluation standards, as well as provide qualification programs to accredit and qualify practitioners for this profession based on scientific foundations and global practices. Evaluation contributes to preserving rights and achieving justice among the beneficiaries by providing professional services and high-quality evaluation reports.
An initiative by the Saudi Authority for Accredited Evaluators aims to connect electronically between the beneficiaries of evaluation services and licensed evaluation facilities, as it allows beneficiaries to obtain many offers to carry out the evaluation process, compare them, and follow all process steps and manage them completely through the "Qayem" system.
- Bank Al-Jazira & Real Estate Development Fund
This is a partnership to promote the completion of “Qayyem” (Evaluate) initiative, belonging to the Saudi Authority for Accredited Evaluators, which aims to e-linking between the beneficiaries of the evaluation services and the licensed evaluation facilities, as it allows the beneficiaries to obtain many offers to implement the evaluation process, compare them, and follow all steps and manage the process completely via the Evaluation System.
- JLL Company
A partnership to provide real estate valuation services. This is one of the projects of the Saudi Authority for Accredited Evaluators: taqeem.gov.as.
- Al Mustaqbal (Future) University, Takamol (Integration) Holding Company
This partnership aims to cooperate in the fields of Education, Development, and Training, besides providing Specialized Training Courses.
Partnerships in the Digital Sector
The Digital Government Authority issued the first package of licenses for digital government business for three companies: Elm for Information Security, Takamol Business Services, and Thiqah, to develop and operate 15 existing digital government platforms and products. The Digital Government Authority also launched a new technical classification for contractors in the ICT Sector in partnership with the Ministry of Municipal, Rural Affairs and Housing.
The Digital Government Authority and SAP signed a Memorandum of Understanding to cooperate in the field of digital government and emerging technologies, support digital government transformation systems, and enhance digital innovation. The Memorandum of Understanding aims to:
- Supporting digital government transformation projects and initiatives
- Providing digitization and innovation acceleration systems for the government sector
- Strengthening cooperation between various government agencies
- Providing operational costs for digital government transformation initiatives
- Developing standard specifications for government digital products
- The Digital Government Authority signs an agreement with SITE to develop and launch the national platform for exchanging administrative correspondence between government agencies during the Saudi Digital Exhibition at the Leap 23 conference
- The Digital Government Authority signs a cooperation agreement with a company QSS to take advantage of the company's capabilities in artificial intelligence robots, which contributes to promoting the adoption of innovative solutions in government agencies
- The Digital Government Authority signed an agreement with Masdar Company to provide data solutions that contribute to classifying contractors and providers of digital government services
- The Digital Government Authority licenses digital government work for (3) technology companies
- A partnership between the Digital Government Authority and the company SAP Saudi Software Services
- The Digital Government Authority licenses two companies and 11 digital products to provide digital government business
- The Digital Government Authority signed a memorandum of cooperation with Masdar Company to launch discounted packages for several services
- "Digital Government" launches the technical classification of contractors in the communications and information technology sector
DGA licenses 5 firms to offer digital government services
On 23.03.2023, The Digital Government Authority (DGA) provided five companies with the third package of general interim licenses for digital government services. These companies are the Saudi Company for Electronic Information Exchange (Tabadul), National Housing Co. (NHC), Masdr Data Solution, Tamkeen Technologies, and Tatweer Education Technologies. The Authority has also issued several special licenses for developing and operating seven government platforms and products.
These licenses aim to:
- Raising the efficiency and quality of digital platforms
- Providing pioneering digital services to beneficiaries
- Improving the consulting environment to support entrepreneurs
- Strengthening private-public partnerships
- Accelerating the growth of the digital economy
These licenses are one of the "Experimental Regulatory Environment for Technology Companies Initiative” outcomes that the DGA launched in November 2021. The Authority seeks to increase the efficiency and quality of digital platforms and provide services besides leading digital beneficiaries, improving the investment environment to support entrepreneurs, strengthening public-private partnerships and accelerating the growth of the digital economy.
The Digital Government Authority has already issued the 1st and 2nd packages in 2022 of the interim licenses of the digital government's work for (5) companies and (26) platforms.
Events Investment Fund
Established by Royal Decree in 2019, we are mandated to develop a world-class event infrastructure supporting the entertainment, tourism, culture, and sports sectors in Saudi Arabia. In doing so, we help to bridge the infrastructure gap for the country’s annual national calendar by working with the private sector while ensuring the fund's long-term financial sustainability.
The fund will focus on developing and increasing direct foreign investment opportunities for a GDP impact of SAR28 billion by 2045. The focus will be on nurturing partnerships between the private and public sectors, securing a supportive environment for strategic partnership in the events industry and increasing the number of job opportunities for citizens.
The Events Investment Fund’s vision is aligned with the National Development Fund’s strategy, launched by His Royal Highness the Crown Prince, and aims to make the fund a pivotal enabler for the economic and social objectives of Vision 2030, overcoming existing development challenges in line with global best practices and stimulating a threefold increase in the private sector's impact on Saudi Arabia's economy by 2030.
