Permit For The Provision of The Virtual Voice Services (VVSP)

Communications, Space and Technology Commission

Permit allows the provision of virtual voice services that allow end-users in the Kingdom of Saudi Arabia to receive and make virtual audio phone calls s to and from public switched telephone networks (PSTN) using the international standard of numbering, (E.164) via Internet protocol through public telecommunications networks in the Kingdom belonging to Licensed Service Providers, according to CST statutes .

Permit Holder must provide the following two facilities in the Kingdom: Network operating center; to provide customer services and support services related to the services it provides to the end user. And technical and interconnection equipment that enables it to comply with the requirements that were imposed by the competent authorities.
Permit Holder must ensure that all international telecommunications traffic passes through the networks of service providers licensed by CST to pass the international telecommunications traffic, and no international traffic is allowed to trespass these networks.
CST allocates the appropriate numbering resource to the Permit Holder to provide virtual voice services in accordance with the provisions shown in the national plan for numbering. Permit Holder shall be committed to the use of these numbers in accordance with the decisions and regulations issued by CSTin this regard.
CST allocates signal points codes that Permit Holder request to provide the services authorized according to the provisions stipulated in the numbering plan and the guidelines of the Signal point's codes and the related regulations issued by CST.
The Permit Holder is allowed to interconnect with any other network of other licensed service providers in the Kingdom, in accordance with CST's statutes.
The Permit Holder is allowed to enable the end user to create and end calls only when the end user is within the territory of the Kingdom of Saudi Arabia.
The servers used to provide the service shall be located in the Kingdom.
A Permit Holder is not required to provide emergency services to its customers, but is required to clearly notify them about the unavailability of emergency telecommunications services.

An application must be submitted through the e-Licensing System.
The applicant shall have a valid (GCL) from CST, and its validity period should not be less than six months.
The applicant must submit a commercial registration valid in the Kingdom for not less than three months, indicating the activity to be permitted.
An applicant's profile must be submitted.
Provide technical specifications for the systems, devices, and services to be provided through this permit.
Provide service numbering requirements.
Provide the regulatory requirements for the service.
The applicant must submit all required documents and information in Arabic. Supporting documents (if any) may be submitted in English.
Pay the financial consideration for the business and services provided by CST to issue the permit in accordance with the document "Regulations of the Fees for the Telecommunications Services" published on CSTwebsite, through SADAD system within a month from the date of issuing the invoice.
