The utility entity’s representative must complete and submit a request for a new excavation permit after logging into the Balady platform, ensuring that all data is accurate, reviewing the service requirements, and committing to compliance. The request is automatically published to all relevant entities (coordination and approval authorities), notifying them to respond within a specified coordination period. Once the request is approved, the system automatically generates an invoice for the required fees and notifies the applicant to make payment within the designated timeframe. Upon successful payment, the excavation permit is issued, and the applicant is notified and can print the permit.

The utility entity must sign the Service Level Agreement with the Ministry of Municipal and Rural Affairs and Housing.
The utility entity must prepare geographic maps (Shape Files) for the excavation paths requiring a permit.
The utility entity must prepare an on-site security and safety plan, ensuring compliance with safety requirements in the Traffic Control Measures Guide.
If road closure is necessary, the utility entity must prepare a traffic control plan, ensuring compliance with the Traffic Control Guide issued by the Ministry of Municipal and Rural Affairs and Housing.
