- An approved preliminary study regarding the required/existing activity and its purpose, the nature of the equipment and devices used and their detailed specifications, and a description of the services to be provided/or to be provided, provided that the report includes how the services are implemented and the mechanism for adhering to the interface controls, health, and operating, security and safety procedures established by the center

- Complete the validity certificate of the site to be licensed, provided that it is prepared and approved by a meteorological expert or consultant affiliated with the center.
- To establish a meteorological station or regulate an existing station, the following controls must be adhered to:
- The station’s location conforms to relevant international requirements.
- Providing the station with an international identification number (WMO) and a code specific to civil aviation
- Determine the coordinates of the monitoring station.
- Determine the height of the monitoring station.
- Adherence to international specifications and requirements for the Observation Park site, which requires:
- The land area must be typical and square in shape and not less than (25*25) square meters.
- As for manned monitoring stations, it may be less in cases where the monitoring park is outside the city and far from influential structures and after the center’s approval, provided that the area is not less than (10*10 m) for the automatic (ground) monitoring station.
- The site must be on a flat level, away from flood streams and valleys, and must not be on either side of cliffs, a rocky cliff, or inside a ground cavity.
- The site should be away from industrial influences, concrete buildings, and trees at a distance of 10 to 20 times the height of the nearest objects.
- The location should be away from trees, buildings, walls, or other obstacles. The distance of any such obstruction (including fences) from the rain gauge should be no less than twice the height of the object above the edge of the gauge and preferably more than four times the height.
- The location must be more than 10 meters away from bodies of water (except for marine observatories).
- Care must be taken to always ensure access to the site via any means of transportation, regardless of the weather.
- The location must be away from streets or car or truck crossings.
- The soil must be left in its natural state, provided that the ground is covered with short grass or a surface that represents the local area, and the height of the grass, if any, must not exceed 20 cm.
- In coastal stations, the station must not be too close to the edge of a slope so that wind vortices generated by the slope do not affect wind and precipitation measurements.
