The Saudi Electricity Regulatory Authority was established by Council of Ministers Resolution No. (236) dated 27/08/1422 A.H., to regulate activities encompassing electricity generation; co-generation from any power source; electricity transmission, distribution, trading, and retail sales; activities of the main buyer's activities; and district cooling. The resolution tasks SERA with regulating and supervising the services within its jurisdiction and monitoring their performance, as well as fostering coordination among relevant institutions and entities, and between licensees. The overall aim is to establish the necessary regulatory and procedural framework that ensures all service activities are performed consistently to high levels of quality and reliability and are provided equitably to all consumers at competitive yet reasonable prices.
