Permit For The Provision of The Internet Services (ISP)

Communications, Space and Technology Commission

The permit allows the provision of any interconnection and provisioning service using the Internet protocol, except for services whose provision requires a special permit.

Accessing the Unified licensing platform.
Applying for the required license.
Providing the additional license related requirements.
Application to be examined by CST.
Paying the license fees.
Issuing the permit electronically.

Not provide its services or to connect to the World Wide Web except through the methods specified by CST.
Provide its services with high quality and to demonstrate honesty, integrity and good behavior with its subscribers.
Clarify the prices and benefits of the service to subscribers before they subscribe.
Provide technical support to subscribers around the clock.
Adhere to intellectual property rights in accordance with the relevant regulations in force while providing any services to subscribers.
Be accurate in subscribers' accounts and keep accounting data for at least one year.
Adhere to the confidentiality of subscribers’ data, maintaining the privacy of their accounts,
and refraining from sharing it with third parties.
Not discriminate in treatment between subscribers.
Adhere to the requirements of the national filtering systems over the Internet, in the event that another local Service Provider does not nominate it.

An application must be submitted through the e-Licensing System.
The applicant shall have a valid (GCL) from CST, and its validity period should not be less than (6) six months.
The applicant must submit a commercial registration valid in the Kingdom for not less than three months, indicating the activity to be permitted.
The applicant shall pay CST licensing fees in accordance with the "Regulations of the Fees for the Telecommunications Services" published on CST website, through a SADAD system within a month from invoicing.
