Provision of Network Operations Center Services

Communications, Space and Technology Commission

A service of managing, monitoring and controlling communications and information technology networks through the Network Operations Center (NOC) which is connected to those companies, directly, via leased lines, or via Internet and other means of communication. This service does not include the provision of communications services to/from the Kingdom.

Accessing the Unified licensing platform.
Applying for the required registration.
Paying the registration fees.
Issuing the registration online.

Refraining from the provision of telecommunications services, whether locally or internationally, inside the Kingdom under any circumstances,including the passing of local or international voice calls within the Kingdom by any means, including Voice over Internet Protocol (VoIP) services (512), or any other means.
Using telecommunications networks licensed inside the Kingdom by CST or outside the Kingdom by regulators in each country in order to provide the management, monitoring, and controlling of networks service.
Non-disclosure of the information of beneficiaries using its services and the maintenance of the rights of the service beneficiaries, Providing the technical protection necessary for avoiding and preventing hacking, Providing any reports or information required by CST with regard to the activities of the service provider or the networks it controls, and CST shall determine the types of such reports, the nature of the required information and documents, and the time of submission.
Management and monitoring center and servers shall be inside the Kingdom.
Data of servers related to storing data at CST must be updated if changed.

The applicant must have valid Commercial Register.
The applicant must provide CST with server addresses and locations to store data related to the service provision.
Pay the fees for within a month from the date of issuing the invoice.
