Voting Decision Creation Service

General Real Estate Authority

The Mullak platform offers electronic services that aim to regulate life within shared ownership properties and ensure the rights of owners by establishing rules and guidelines, and organizing the management of shared areas and facilities in real estate complexes. The project aims to enhance the Mullak platform to simplify the management of relationships between property owners, offering electronic tools for creating new accounts and accessing available services. The platform allows owners to add their real estate units, join owners' associations, nominate owners for association leadership, and select a property manager.

A new decision is created.
The decision is sent to the relevant authorities for review.
After approval, the voting phase for the decision is opened.
The voting process is closed once the specified duration ends.
The voting results for the decision are calculated.
The accuracy and approval percentage of the voting results are verified.
If the results are positive: the decision is approved, recorded in the register, and necessary steps are taken for implementation.
If the results are negative: the decision is rejected and recorded in the register with reasons for the rejection.
The decision is finalized and registered in the official record, whether approved or rejected.

A voting decision can only be created if the association's status is "Active."
The voting duration is fixed and lasts for 3 days.
The voting decision must begin at 9:00 AM.
After creating the voting decision, its status must change to "Under Voting" at the start of the voting process.
Approval of the proposal is required before creating a voting decision, and the proposal must align with the type of decision being created.
The decision type must be accessible to all property owners, the property manager, and the association president as applicable.
The decision type "Property Manager Resignation" and determining fees and criteria is only available to the property manager for creation.
The decision type "Association President Resignation" and determining fees and criteria is only available to the association president for creation.
The decision type "Revising Subscription Fees" is available to both the association president and the property manager.
If the president is also the property manager and wishes to resign, two separate decisions must be submitted: one for resigning as president and another for resigning as property manager.
When selecting the "Revising Subscription Fees" decision, the current fee data must be retrieved, with the ability to modify all items.
The new fees must be equal to or higher than the current fees. If the new fees are lower, an appropriate alert message will be displayed.
If a "Revising Subscription Fees" decision is issued and approved by at least 75%, and the invoice due date has not yet been reached, the current invoice will be canceled, and new invoices will be generated based on the new fee decision.

The purpose of the service is to define and document the requirements for creating a voting decision in the "Mullak" platform after redesigning and re-engineering the related procedures. The scope of the service includes:

Creating a voting decision.
Editing a voting decision.
Deleting a voting decision.
Voting on a voting decision.
Ending a voting decision.
Calculating the results of the voting decision.
Viewing the voting decision by the owner.
Viewing the voting decision by the employee.
Reviewing the request by the operations team.
