Permit For The Provision of The Internet Exchange Point services (IXP)

Communications, Space and Technology Commission

Permit allows the provision of internet exchange point services to be provided through which service providers may connect to networks and exchange traffic (not including private exchanges through direct bilateral arrangements between their networks (independent system`s).

Accessing the Unified licensing platform.
Applying for the required license.
Providing the additional license related requirements.
Application to be examined by CST.
Paying the license fees.
Issuing the permit electronically.

Only provide its services and connect to the internet through the methods that CST defines.
Offer its services to any member as long as the content is originated from or destined to the Kingdom passes through licensed service providers that apply filtration to the content

An application must be submitted through the e-Licensing System.
The applicant must hold a valid GCL from CST, with validity exceeding six months.
The applicant must submit Commercial Registration (CR) valid in the Kingdom for at least three months, indicating the activity to be licensed/permitted.
An applicant's profile must be submitted.
The applicant must provide a description of services to be offered in the Kingdom under such Permit.
The applicant must submit technical specifications of systems and equipment to be used in rendering service under such Permit.
The applicant must fulfill all regulatory requirements of the service.
The applicant must submit all required documents and information in Arabic. Supporting documents (if any) may be submitted in English.
Pay the fees for the works and services provided by CST to issue the permit in accordance with the "Regulations of the Fees for the Telecommunications Services" document published on CST's website, payment shall be through SADAD system within a month from the date of issuing the invoice.
