Submit a classification certificate request

Ministry of Municipalities and Housing

This use case describes the mechanism for submitting a business classification certificate request by a user if they do not have a classification certificate before.

The user selects the business classification service from the main screen of the business classification portal.
The user logs in to the system.
The main business classification screen appears to the user.
The user selects the classification type (engineering office classification).
The user enters the engineering office license number and presses the (Search) button.
The system displays the engineering office information for the user.
The user presses the (Submit) button.
After opening the classification request, the system sends two SMS messages to the applicant via mobile.
The system sends an email to the user (after requesting classification).
The system performs operations to determine whether the company has obtained a credit rating and a technical standards certificate.
The system displays a screen that includes the results of the previous process. If the company does not have a credit rating, a button will appear for the user to submit a credit rating request (the credit rating is explained in a separate document). If the company does not have a technical standards certificate, a button will appear for the user to go to the Saudi Council of Engineers link.
The value of the technical standards is received from the Saudi Council of Engineers via API and is the initial percentage.
The system retrieves the total points of positive and negative values for the user.
The system calculates and displays the final percentage (for technical evaluation) based on the UC05 technical support settings.
If the company has a technical standards certificate and a credit rating, the (Print Rating) button will appear.
The user clicks (Print Rating).
The system calculates the rating.
After the request is completed and the certificate is ready for printing, the system sends an SMS to the user.
The system sends an email to the user (after the certificate is issued).
The system displays the (Classification Certificate) screen.
The user clicks (Certificate Attachment) to browse and print the rating certificate.

The user must have a credit rating.
The user must have a technical standards certificate.

A valid commercial register and engineering office license for engineering offices.
A commercial register holding activities subject to the classification system for contractors to establishments.
Financial statements uploaded to a list program for at least one fiscal year (current or past year).
