Sub-Developer license

General Real Estate Authority

An electronic service provided by the General Authority for Real Estate, enabling beneficiaries to apply for a license to sell off-plan properties (Sub-Developer) in the Kingdom of Saudi Arabia electronically without the need to visit the authority.

The applicant must hold qualification as a real estate developer for off-plan sales projects.

Commercial register.
Chamber of Commerce membership certificate.
Copy of the credit report from a licensed company authorized by the relevant authority for credit services.
Valid building permit for the real estate project.
Valid property ownership registration document for the property to be developed.
Copy of the agreement between the applicant and the landowner or the owner of its benefits, in accordance with the provisions of the system and regulations - if available.
Feasibility study annex for each scope as stipulated in Article 6 of the system and Article 11/1 of the regulations.
Architectural designs and engineering plans approved by the relevant authorities (approved by the municipality or the office mentioned in the building permit) + (statement from the developer regarding the status of service connections to the units) (for land projects, the approved preliminary plan should be submitted).
Annex from the contract between the applicant and the consulting office for each scope, in accordance with the provisions of the system and regulations.
Annex from the contract between the applicant and the certified accountant for each scope, in accordance with the provisions of the system and regulations.
Sale contract template between the applicant and the beneficiary with specific delivery dates, in accordance with the provisions of the system and regulations, and not conflicting with Islamic law for each scope.
Escrow account agreement between the applicant and a licensed bank in the Kingdom for each scope, in accordance with the provisions of the system and regulations.
Approval letter for endorsing the property ownership document, or the property must be registered in the land registration system according to the provisions of Article 11/4 of the regulations.
Attach approval from the mortgagee if the property ownership document is mortgaged, according to the provisions of Article 17/2 of the regulations.
Letter and samples of the identities of the authorized signatories for disbursement documents for each scope.
Copy of the approved preliminary plan (for land projects).
Statement of the number of units and their codes.
Engineering report from the project consultant if the project has commenced upon submitting the licensing request.
Relative weights table, quantity table approved by the consultant, and the approved schedule for each scope.
