An electronic service provided on the Balady platform, which is provided to service agencies across the Kingdom, such as telecommunications, electricity, and water companies, allowing their representatives within the project coordination offices to submit a request to coordinate a group of excavations in one of the utility projects within the city limits with the rest of the agencies, in preparation for issuing a drilling permit later for each excavation (a drilling permit with prior coordination) without the need to review the agency.

The service entity representative fills out and sends a multiple excavation coordination request after logging in to the Balady platform and verifying the accuracy of all data and reviewing the service requirements and acknowledging that they have been read and adhered to.
The request is automatically published to all relevant parties (coordination and accreditation bodies) and they are notified of the existence of an incoming request that must be reported on within a specific coordination period.
Once the request is accepted, a multiple excavation coordination report is issued and the applicant is notified and can print the report.

Notes / Warnings
The multiple coordination report is not considered a permit to start excavation, but it is a means to facilitate the coordination process for a number of excavations.
Excavations that have been previously coordinated will not need to be re-coordinated, but a fee invoice will be issued for them upon submitting their permit application and will be issued immediately upon payment of the fees.
The entity is committed The service is to obtain a permit for each excavation coordinated through this system (pre-coordinated excavation permit). If the entity fails to submit an application (issuance of a pre-coordinated excavation permit) sufficient time before the start of excavation to notify traffic and pay the fees (30 hours before the start of excavation), it will not be able to obtain the permit.

The service entity must identify its representatives within the Infrastructure Projects Coordination Office (users are identified and powers are linked electronically).
The service entity must sign a service level agreement with the Ministry of Municipal and Rural Affairs and Housing.
The service entity must prepare geographical plans (Shape File) for the paths of all excavations that need to be coordinated.
The service entity must prepare a security and safety plan for the site, and the plan must be consistent with the security and safety requirements stated in the Traffic Control Means Guide.
The service entity must prepare a traffic control plan in the event that a street needs to be closed, and the plan must be consistent with the Traffic Control Guide issued by the Ministry of Municipal and Rural Affairs and Housing.
Sometimes the service entity must prepare a preliminary analysis of the expected impacts on the road.
The multi-coordination request must be submitted before the start of work on the nearest planned excavation, with sufficient time to allow the request to be published to all concerned parties and coordinate among them.
The service entity submitting the request is obligated to review the request and approve the accuracy of its data before sending it."
