An electronic service provided to service agencies across the Kingdom, such as telecommunications, electricity and water companies, allowing their representatives within project coordination offices to submit a request to obtain an emergency excavation permit to repair a sudden fault resulting from (subsidence, electrical or telephone cable outage, or breakage in water, sewage or gas lines) without the need to visit the agency.

The service entity representative fills out and sends an emergency excavation notice after logging in to the Balady platform and verifying the accuracy of all data and reviewing the service requirements and acknowledging that he has read and complied with them.
A preliminary approval is issued to start excavation.
The emergency excavation site is visited by the coordination office and the emergency status is verified.
After that, an application must be submitted to issue an emergency excavation permit after logging in to the Balady platform and completing the rest of the required data within 24 hours of sending the notice.
The application is reviewed within the Project Coordination Office and whoever it deems appropriate is involved within a short period not exceeding 24 hours as a maximum to approve the permit and there is nothing to prevent amending this period as the Coordination Office deems appropriate.
Once the application is accepted, the invoice for the prescribed fees is issued automatically and the applicant is notified of the need to pay within a specified period.
Upon payment of the fees, the emergency excavation permit is issued and the applicant is notified and can print the permit.

The service entity must:
Fully comply with the provisions of the "Traffic Control at Work Sites and its Updates" guide issued by the Ministry of Municipalities and Housing.
Fully comply with the provisions of the "Traffic Control at Work Sites and its Updates" guide issued by the Ministry of Transport.
Fully comply with the provisions of the "General Specifications for Civil Works in Public Utility Projects" guide issued by the Ministry of Municipal and Rural Affairs in 1440.
Fully comply with the provisions of the "Road Section" guide and its updates issued by the Ministry of Municipal and Rural Affairs.
Fully comply with the provisions of the "Street and Square Lighting" guide and its updates issued by the Ministry of Municipal and Rural Affairs.

Notes / Warnings
Emergency excavation permit with specific objectives for urgent civil works carried out by service entities to repair a sudden malfunction resulting from (subsidence of the ground or interruption of an electrical or telephone cable, or a break in water, sewage or gas lines) in which the excavation area is limited and according to specific and strict controls. In the event of a violation and circumvention of these requirements in order to obtain an emergency excavation permit without the existence of reasons The above mentioned violations and penalties will be applied according to the list of violations.
Emergency excavation closure works are carried out using the same mechanism and specifications followed in regular excavation, including backfilling, compaction and asphalt, as well as implementing and approving the necessary technical tests, without the need to amend the emergency license to a regular one.
The presence of subcontractors does not exempt the main contractor from responsibility for violations that may occur during site preparation, during excavation work or after closure.

The service entity must identify its representatives within the Infrastructure Projects Coordination Office (users are identified and powers are linked electronically).
The service entity must identify its work team within each coordination office in each secretariat (a number of classified contractors, consultants and supervisors).

The commercial records of both the main consultant and subconsultants must be Valid and active throughout the excavation period.
Both the main consultant and the sub-consultants must have a City Service Provider Classification Certificate that is valid throughout the excavation period (the consultant can apply for a City Service Provider Classification Certificate from the link).
The service entity must sign a service level agreement with the Ministry of Municipalities and Housing.
The service entity must prepare the geographical plans (Shape File) for the excavation paths for which an excavation permit is required.
The service entity must prepare a security and safety plan at the site, and the plan must be consistent with the security and safety requirements stated in the Traffic Control Means Guide.
The service entity must prepare a traffic control plan in the event of a need to close a street, and the plan must be consistent with the Traffic Control Guide issued by the Ministry of Municipalities and Housing.
The description of the emergency situation must be well recorded in the submitted notice, accompanied by the necessary photos to prove the case.
The service entity submitting the application is committed to reviewing the application and approving the accuracy of its data before sending it.
