The applicant cannot create a water meter transfer request at the same time for the same account number.

The authority to create a water meter transfer request is granted to the property manager and the association president.
The status of the request when issued is "New."
The status of the request becomes "Under Processing" when the request is sent to the water department.
If the service is related to water connection, a message should be displayed indicating an issue with the service.
The water account number must consist of exactly 10 digits.
