Nomination File Submission

General Real Estate Authority

An electronic service offered by the Mullak system aims to regulate owners' rights in shared properties and promote harmony among residents of housing units. The platform allows users to create accounts, add units, join associations, nominate and vote for the association's president and property manager, set subscription fees, and issue invoices and enforcement bonds for defaulting owners, enhancing the user experience and efficiently managing shared properties.

The process begins.
A notification is sent to start the service.
The notification is verified for accuracy.
If the notification is valid, an SMS message is sent.
In case of an error, necessary actions are taken to correct it.
Nomination data is submitted.
Required fees are determined.
The payment process is completed.
The payment status is verified.
If the payment is successful, the data is recorded and approved.
The process is successfully completed.

A property manager from the market can only apply after submitting an application as a property manager and filling in the required details.
If the establishment is added through specific relationship types (e.g., CEO or General Manager), their mobile number will be displayed (refer to the "Add Establishment" document for the list of allowed relationship types).
If the establishment is added through a proxy who is not one of the allowed relationship types, their mobile number will be displayed in the property manager's profile.
Any proxy of the establishment can apply as a property manager from the market, and the application will be submitted on behalf of the establishment, not the proxy.
Only one proxy can submit an application as a property manager on behalf of the establishment.
If the proxy relationship is terminated, they cannot apply as a property manager for the establishment but can apply as an individual property manager.
If the proxy is revoked by the operations employee, they cannot apply as a property manager for the establishment but can apply as an individual property manager.
Upon termination of a proxy relationship, the mobile number of the next proxy is displayed based on the date and time of addition.
Upon revocation of a proxy, the mobile number of the next proxy is displayed based on the date of addition.
An establishment with a property manager role cannot add an individual proxy with a property manager role, whether they are linked to associations or not.
An establishment cannot apply as a property manager if any of its proxies already holds a property manager role.
An individual cannot apply as a property manager if they are a proxy for an establishment that has a property manager role.
A property manager cannot be a resident.
A property manager cannot be a resident with special residency status.
A property manager cannot be a GCC national.

The purpose of the service is to document the requirements for submitting a nomination file in the "Mullak" platform, which includes nominating the president, nominating the property manager, and determining subscription fees, following the re-engineering of related procedures. The scope of the service includes:

Applying for association management.
Modifying the property manager’s file.
Starting the nomination process.
Defining the bylaws.
Selecting the president.
Selecting the property manager.
Determining subscription fees.
Submitting the nomination file.
Adding attachments.
Viewing nomination files by property owners.
Viewing nomination files by employees.
